LANDING NETS
Members must have their own landing net available for use when fishing Club waters.
NEWMILLERDAM LAKE (No night fishing)
Barbless hooks only. No keepnets, spodding, bait boats, fly fishing or live baiting. When fishing with a pole, do not obstruct the path.
FLANSHAW DAM (No night fishing)
No alcohol. Barbless hooks only. No dog biscuits, dog or cat meat, boilies, trout pellets or floating bread baits. Cereal groundbait only in pole cups or swimfeeders. No spodding, bait boats or fly fishing. Keepnets are not allowed, except in bona-fide club matches, when two are required. Fishing 7:30am to when the street lights come on (then you must leave). Maximum one rod only. Can I ask ALL members please make sure that you dip your nets in the dip tank provided when fishing at Walkers, we don’t want to another occasion of KHV like we had last year.
KETTLETHORPE HALL LAKE (No night fishing)
Barbless hooks only. No dog biscuits, dog or cat meat, boilies, trout pellets or floating bread baits. Cereal groundbait only in pole cups or swimfeeders. No spodding, bait boats or fly fishing. Keepnets are not allowed except in bona-fide club matches. Maximum one rod only. Do not park blocking the entrance to Kettlethorpe Hall.
HORBURY CANAL (No night fishing)
Near to the overhead power lines do not use poles, and do take great care with rods and lines. (You fish this area at your own risk).
WALKERS DAM (No night fishing)
Maximum one rod only. Barbless hooks only. No dog or cat meat. No spodding, bait boats or fly fishing. Keepnets are not allowed, except in bona-fide club matches when two are required. Only one member per peg, unless under the supervision of a carer. Can I ask members when fishing Walkers / Fanshaw to check on the weather app on your phone for the sunset time, this will give you a time that you should be leaving instead of using the old version which stated “when the street lights come on”, this is a rule change which is in the book, so please adhere to it as there’s no excuses. Can I also ask ALL members please make sure that you dip your nets in the dip tank provided when fishing at Walkers, we don’t want to another occasion of KHV like we had last year.
LOFTHOUSE POND (No night fishing)
Barbless hooks only. No dog or cat meat and no cereal groundbait. No spodding, bait boats or fly fishing. Only one member per peg, unless under the supervision of a carer. Seven pegs only.
Notice to all Members
1 – All members must familiarise themselves with the Rules contained herein as every member accepting a copy of these Rules and Regulations binds himself to abide by their provisions and agrees to do all in his power to have them carried out, both in the letter and spirit. No claim of ignorance of these Rules will be accepted as an excuse for breaking them. Every reference to ‘he’ in these Rules should be read as ‘he’ or ‘she’.
2 – This Club shall be called “Wakefield Angling Club”.
3 – To give and promote improved legitimate facilities for the pastime of angling, the preservation and breeding of fish, the securing of fisheries for its members, the prevention of poaching and the illegal possession of fish and the promotion of rules and regulations accordingly.
4 – Membership is open to everyone, subject to acceptance of, and compliance with, the Rules of the Club. The Club shall at all times endeavour to work within the guidelines laid down by the Race Relations Act, the Sex Discrimination Act, the Disability Discrimination Act, and the guidelines on Child Protection issued by the Angling Trust.
5 – The subscription for adult male members shall be £38.00 per year. The subscription for adult female members, registered anglers with disabilities and O.A.P.’s shall be £20.00 per year.
6 – The subscription for members between the age of 7 and 12, who have not reached their 12th birthday on 1st January of the year of membership, shall be £5 per year. All children under the age of 7 on 1st January can fish for free if accompanied by an adult member of the club and whilst fishing from the same peg. The subscription for Junior members who are 12 to 15 on 1st January each year shall be £14.00. The subscription for Intermediates who are 16 or 17 on 1st January each year shall be £15.00. All Juveniles under 14 to be accompanied by an Adult on Club waters.
7 – A Membership book allows the use of one rod at Flanshaw Dam, Kettlethorpe Hall Lake, Lofthouse Pond and Walker’s Dam, and two rods at Newmillerdam.
Anglers should carry their membership book at all times when fishing Club waters. Failure to produce a membership book when requested to do so by an authorised club official or bailiff will result in the angler being issued with a ticket and asked to leave the water. The angler must then send his/her book to the Secretary within seven days, enclosing a stamped addressed envelope for the book’s safe return, or he/she will be reported to the Committee.
The Membership book remains the property of the Club and may be retained at the discretion of any Club Official. It must also be sent to the Secretary when this is requested.
When a Membership Book is retained by an Official the purchaser ceases to have the right to fish Club waters until the book is returned to him.
8 – Any member committing any wilful damage to fences, crops, banks, etc., or doing any act that may bring discredit upon the Club, may on the same being satisfactorily proved be expelled from the Club and forfeit all rights and privileges therein. All gates should be securely closed and no litter left lying about, to safeguard the Club’s fishing rights.
Members are strictly forbidden to take firearms to any of the Club’s waters. The lighting of fires on the banks of the Club’s waters is strictly prohibited. Members must not bathe or paddle in the Club’s waters. Members must keep off railway tracks near to Club waters. Members must not place, or use, a boat on Club waters.
Any member who shall cease to be a member of the Club, from whatever cause, shall have no claim upon the property of the Club, nor have any part of his subscription returned.
9(c) – The Committee may remove from office any official if it considers that continuation of that person’s service would be against the best interests of the Club. Any officer or official so removed from office shall have the right of appeal to the following Member’s Meeting.
The Committee may invite up to three Club members to join the Committee for its period of office. Such co-opted members shall have the same rights and responsibilities as elected Committee members.
These officers shall form the Committee who shall conduct the business and affairs of the Club. Eleven to form a quorum. The Chairman in the case of a tie to have the casting vote.
10 – Should any vacancy or vacancies arise on the Committee, the same shall be filled at the Committee’s discretion. Any member of the Committee failing to attend three consecutive meetings without giving a satisfactory reason to the Secretary will have his/her place filled according to Rule.
Any Member considered by the Committee to be deserving of any of these honours, because of services rendered to the Club, shall be proposed and submitted for election at the Annual General Meeting.
12 – The Secretary shall give his attendance at all meetings of the Club. He shall record correctly the names of the Committee present at all the Committee and Members’ Meetings and also the proceedings at all meetings which he shall transcribe into a Minute Book. He shall conduct all correspondence with the direction and consent of the Committee or Members at their meetings. He shall keep the documents and papers of the Club in such a manner as the Committee may appoint, ensuring safe custody of all documents and properties belonging to the Club.
13 – The Treasurer shall give his attendance at all meetings of the Club. He shall keep the accounts of the Club and be responsible for the Club finances. He shall, when required by the Committee upon demand made or notice in writing given to him or left at his last usual place of residence, render a just and true account of all monies received and paid by him on account of the Club, and shall also on like demand or notice pay over all monies and deliver all property for the time being in his hands or custody to such person as the Committee may appoint.
14 – The Match Secretary shall be responsible for all duties appertaining to Club competitions. Other groups have their own organisers of which the duties entail dealing with the Entrance Fees, Match Venues, Transport, Sweeps, Results, etc.
15 – The two Secretaries, and the Treasurer shall receive a basic expense allowance to be decided by the Committee and endorsed by the Annual General Meeting.
16 – The Committee shall cause the accounts of the Club to be regularly entered in proper books. Separate accounts shall be kept of all monies received or paid on account of every particular item or fund. Excepting the petty disbursements referred to in Rule 17 (Investment of Funds), all accounts shall be paid by cheque. The Committee shall have a statement of accounts up to the 30th September of each year prepared with all the necessary vouchers for audit.
Two members shall be appointed Auditors and they shall examine all the books and accounts and the Balance Sheet and they shall verify the same with the Accounts and Vouchers relating thereto and shall sign the Balance Sheet as found by them to be correct at the time of Audit.
The Statement of Accounts shall be prepared for submittance to the A.G.M. for approval and consideration, and printed copies shall be made available to each member only at the A.G.M. subject to the professional Accountant’s report.
17 – All funds of the Club shall be paid into the Club’s Bank at the earliest opportunity, the Treasurer to retain only a sufficient amount of cash to meet pending petty disbursements.
18 – All cups, trophies, cases of fish or other property shall be fully insured against Fire, Burglary or Loss.
19 – A half-yearly meeting for members shall be held on the first Tuesday in July at Flanshaw Dam Club Headquarters.
20 – The Annual General Meeting shall be held on the first Tuesday in November. The time and place to be published in the Club Members’ Books. The business of the Meeting will be to adopt the preceding year’s Balance Sheet, to form, revise or confirm Rules and to transact the general business of the Club including the election of officials and Committee. Nominations for new Officers and new Committee Members must be received by the Secretary before the start of the October Committee Meeting, unless a vacancy exists for which there is no nomination after that time.
21 – The elected Committee should meet monthly, and they shall have the right to determine the nights on which their meetings should be held. Committee members are required to become active members of a water management team.
22 – The Committee may, when they think fit, instruct the Secretary to convene a Special General Meeting of members or of Officers and Committee.
23 – The Chairman of the Club, or in his absence the Vice-Chairman, shall take the chair at the Meetings, but in the absence of both, the members present shall choose one of their members to be Chairman at the meeting.
Eleven members shall form a quorum.
Questions arising at any meeting shall be decided by a majority of votes, but in the case of an equality of votes, the Chairman shall have a second or casting vote. The Chairman shall preserve order and conduct the business of the meeting over which he is presiding as far as possible, in accordance with the Standing Orders.
At every meeting the Minutes of the preceding meeting shall be read and, if approved, signed by the Chairman.
All correspondence affecting the interests of the Club shall be read immediately after the Minutes are confirmed.
Reports of Officers and Committee shall have precedence of ordinary motions.
In cases of immediate and urgent importance it shall be competent for two-thirds of the members to suspend Standing Orders by vote for the purposes of taking such cases into consideration.
Whenever an amendment is made upon the original proposition, no second amendment shall be taken into consideration until the first has been disposed of. If a first amendment be carried, it shall displace the original proposition and then shall be put as a substantive motion, whereupon any further amendment may be moved. If the first amendment be negatived, then the second may be moved, but only one amendment shall be submitted to the meeting for discussion at one time.
Any debate may be closed by a resolution that the question be now put being moved, seconded and carried. Such resolution to be put to the meeting without debate, but no speech to be interrupted for the purpose of proposing such a motion.
24 – No new Rule shall be made nor any of the Rules herein contained or hereafter to be made shall be amended, altered or rescinded, unless passed at the Annual General Meeting. All propositions including propositions for alteration to, amendment of or rescission of Rules shall, unless emanating from the Committee, be delivered to the Secretary by the October Committee Meeting prior to the Annual General Meeting of each year. Such Proposition should be in writing signed by the proposer and his seconder. Committee recommendations may be decided at any time up to the commencement of the Annual General Meeting.
25 – The Committee shall, if it is deemed necessary, rescind, revise, or make new Rules, providing that such alterations be passed by two-thirds of the members present at the meeting. Such alterations must be submitted for acceptance or rejection at the following Special or Annual General Meeting.
26 – All competitions shall be decided by the group’s organiser. Matches for the season shall be selected from the previous year.
Juniors 16 years of age and above may join in the match pools. Prize money will be paid out on the day of the Match. Unclaimed prize money will be available at subsequent matches.
27 – The Annual Club Champion Angling Trophy shall be awarded on the basis of the member receiving the highest aggregate score for the season’s Club Matches. The winning angler shall be awarded a cash prize, the value of which shall be decided by the Committee.
28 – The Committee shall be responsible for deciding the method of team selection for any event in which the Club enters a team.
29 – On every excursion or outing authorised by the Club, the Chairman or the Senior Officer present shall have charge of same in like manner as at the regular meetings held in the Club room.
Any member or members who, on any of these occasions misbehave, wilfully annoy other members, or act in any way calculated to bring the Club into discredit and do not desist when called upon to do so by the Officer in Charge, shall be reported by him to the Committee without delay.
30 – No fish to be taken from club waters except Trout, over 10″, with a bag limit of two fish and Pike under 7lb.
31 – Fish must not be kept in nets shorter than 6’6″ in length on Club waters. All carp, of any variety or size caught on Club waters, must be returned to the water immediately and must not be retained in keepnets, unless they are caught in a bona fide match, when they should be weighed and returned to the water as soon as possible.
32 (a) – Club matches must conform to the appropriate Environment Agency Byelaws, and to local association rules.
(b) – Where any match in connection with this Club is to be fished, no competitor must fish the water, or wet a line there, on the same day before the match starts. Draw tickets are not transferable. Anyone breaking these rules will be disqualified from taking a prize, and will render themselves liable to disqualification from membership of the Club.
(c) – No competitor will have live or dead fish in his possession before a match.
(d) – The time of commencement and duration of the match will be announced at the draw. The signal to commence fishing will be given by the Officer in Charge, who will also give the signal to cease fishing.
(e) – Before the starting signal no competitor must, on any account, groundbait, or loose feed or fish his swim. He may clear his fishing ground of weed or other obstructions, and position his keepnet, wet ground bait, and plumb the depth of the water and shot up his float accordingly, using an unbaited hook.
(f) – After the starting signal, a competitor may wade, providing at no time the water extends above his knees.
(g) – A competitor must fish at the peg, which shall mean that he is allowed to stand or sit at a position not more than a yard on either side of his peg. A competitor may ask for a change of peg if the one he has drawn is too dangerous to fish because of overhead electricity cables, or any such hazard.
(h) – On still water, a competitor’s swim shall extend up to halfway between the pegs on either side. When competitors fish on opposite banks, the limit of the swim will be the line midway between the two banks. No competitor in “swimming down” shall allow his float to travel below the next competitor’s peg. The competitor will restrict his activities completely to these boundaries. Neither his person, his tackle, his baits or groundbaits may deliberately intrude into his neighbour’s swim.
(i) – A competitor who allows other persons (except officials) in the vicinity of his peg, may be liable to disqualification in the event of suspicious circumstances arising.
(j) – A competitor must only use one rod, one line, and one single hook (double or treble hooks not allowed), and he must bait his own hook. A competitor may have any number of rods prepared at one time, provided that only one of these tackles is baited. Fish baits and spinning are not allowed.
(k) – Groundbait may be thrown by hand, or by the use of catapults, throwing sticks, swim feeders or bait droppers, but no other mechanical means of projecting bait is allowed.
(l) – Competitors may assist their neighbours in landing fish if requested to do so.
(m) – Competitors must retain fish in keepnets which comply with Environment Agency Byelaws. All fish should be returned to the water alive immediately after the weigh-in, wherever possible.
(n) – Any competitor arriving late must obtain his draw ticket from the Officer-in-Charge of the draw.
(o) – Competitors leaving their match pegs must withdraw their tackle from the water.
(p) – The playing of radio sets, and similar pieces of equipment, by members taking part in official Club matches, on any waters, is forbidden.
(q) – Competitors must cease fishing at the signal to do so. Should a competitor still be playing a fish hooked before the signal is given, he will be permitted 30 minutes after time has been called in which to land the fish.
(r) – All freshwater fish are eligible for weighing in, except sticklebacks, game fish, pike and crustaceans.
(s) – Fish will only be weighed in, in the presence of both the weigher-in and the competitor concerned. The weigher-in must have a witness present if ever he has to weigh in his own catch.
(t) – A competitor, on being weighed-in, will receive a duplicate of the weight registered, which must be kept and produced in case of dispute as to the correctness of weights. The decision of the weighers-in and checkers shall be final.
(u) – Any competitor having an objection against another competitor must give notice to the official in charge of the match, in writing, within one hour of the end of the match.
(v) – Any competitor proved to have been in contravention of these rules is likely to be disqualified from the match.
(w) – Trophy winners may be photographed with a trophy, and/or receive a smaller trophy to keep, on request. Trophies may not be won outright.
(x) – Irregularities which may be brought to notice at a later date may be dealt with only by, and at the discretion of, the Committee.
(y) – Any contingencies not covered by these rules shall be dealt with by the Committee.
33 – When official Club, Cup or Open matches are held on Club waters, the water being used shall be closed on that day to members not taking part in the match, until that match has started, and the match length shall be closed for the duration of the match. See pages 44–45.
34 – The Committee shall elect two of its members to act as Trustees on behalf of the Club.
35 – The Trustees and Executive Officers shall be indemnified by the Club for any liabilities or damages they might incur whilst carrying out bona fide Club business, and those liabilities shall be limited to the value of the assets of the Club.
36 – The Club shall not be disbanded, nor its affairs wound up, except at a Special General Meeting of members called for this purpose.
37 (a) – The members may vote to wind up the club. If not less than three-quarters of those present and voting support the proposals at a properly convened General Meeting.
(b) – The Committee will then be responsible for the orderly winding up of the club’s affairs.
(c) – After settling all liabilities of the club, the Committee shall dispose of the net assets remaining, to one or more of the following:
(i) To another club with similar sports purposes which is a registered charity and/or;
(ii) To another club which is a registered CASC, and/or;
(iii) To the club’s National Governing bodies for use by them, for related community sports.
38 (a) – The Club shall appoint a Head Bailiff/Water Keeper, to be elected annually to serve for a period of one year. The recipient shall receive a basic expense allowance to be decided by the Committee and endorsed at the Annual General Meeting. The elected person will be responsible for all the club’s other appointed Bailiffs/Water Keepers.
(b) – All Bailiffs/Water Keepers are voluntary members of the club and shall receive honorary membership for their period of service. They will not receive any other payment.
